Judging panel terms of reference
The Judging Panel will comprise invited members considered expert in the issues pertaining to the different categories of the Awards or with particular interests in Bayside and the welfare of its built environment. It will select winners in each Awards category from the short-list of entries provided by the Referral Panel. The Judging Panel will reserve the right to decline to make an award if the entries in any category are not of sufficient merit.
Obligations of Panel
The panel will abide by the Awards conditions. Furthermore, it will:
- Base all judgements on the Awards criteria and avoid introducing additional or contrary criteria
- Maintain the anonymity of the Award winners prior to the event
- Make every effort to reach a consensus in the selection of the category winners. Have no contact with the competitors
Panel Selection
The panel will be appointed by Council.
Panel Composition
The panel is to consist of six members which will be composed as follows:
- One Councillor;
- A respected member of the architectural or planning profession that resides in Bayside;
- A respected member of the architectural or planning profession;
- Council’s Heritage Adviser;
- A senior Council staff member.
Panel Chair
The role of the panel Chair is to ensure that the panel deliberations proceed in a fair and orderly way. The Chair may be selected by the panel or by the Group Manager Sustainability.
The Evaluation Process
- The panel will determine its own voting procedures.
- The selection of the category winners will be by the elimination of entries.
- The panel will visit each short-listed entry to assist in its deliberations.
- The panel will recommend winners in each category unless there are considered no entries of a suitable standard to warrant an award in any categories.
- Council will make the final decision on the winners for each category.
