Inter-war and Post-war Heritage Study 2008


A study was prepared on inter-war and post-war heritage in Bayside (the Inter-war & Post-war Heritage Study 2008). 

The study contains two volumes:

  • Volume 1: contains an introduction and methodology; a review of the 1999 Allom Lovell thematic history; new proposed heritage precincts (eight in total); a review of 47 inter-war heritage properties currently with interim status in the schedule to the heritage overlay in the Bayside Planning Scheme. 
  • Volume 2: contains data sheets/citation for 69 additional properties inter-war and post-war properties and any other properties from other eras that were excluded from the Allom Lovell 1999 Heritage Review.

The first consultation period on the Study closed on 29 February 2008.

Council considered all submissions received on the Study at a Special General Committee meeting on 12 June 2008. 

The recommendations of the Special General Commitee were then presented to the Ordinary Meeting of Council on 24 June 2008.   

Council decided to accept the tracked-changes to the Study and also progress to a planning scheme amendment with three of the precincts, namely Hayball Court (Brighton), Mariemont Avenue (Beaumaris) and Palmer Avenue (Brighton). 

The remaining five precincts in Volume 1 and all the individual properties in Volume 2 (including the 120 in the appendix) will not be progressed to a planning scheme amendment. 

Council has commenced the process of a planning scheme amendment for the three precincts noted above and the 47 properties currently with an interim heritage overlay (outlined in Volume 1 of the Study).

The May 2008 version of the Study (with all tracked changes accepted following the 12 June 2008 Council meeting) is available to view at all Council libraries, the Corporate Centre (76 Royal Avenue, Sandringham) or may be viewed online:

A take-home copy of the final version of the Study is available at the Corporate Centre or by calling 9599 4444. 

Given the size of the two volumes (approximately 280 pages in total) there will be a $10 printing charge for the complete colour copy of the study. 

This represents the final version of the Study (with all the track changes accepted as per the Council resolution).
