General Committee Guidelines

Name: General Committee

Classification: Adopted Committee of Council

Delegation: Any items of business which the Council or the General Committee consider should be considered and dealt with by the General Committee, all of the Council’s functions, duties and powers under the Local Government Act 1989 or any other Act, other than: the power of delegation; the power to declare a rate or charge; the power to borrow money; the power to enter into contracts for an amount exceeding $250,000; and any power which for the time being is prescribed for the purposes of Section 84(4)(p) of the Local Government Act 1989.

Scope: Considering all matters relating to the operation of the Council’s organisational divisions including the review, analysis and evaluation of all major policies and strategies relating to the Council Plan, Annual Plan, Annual Budget, Capital Projects and matters referred by other committees.

Membership and Chairperson: All Councillors are members of the General Committee which is chaired by Cr Clifford Hayes. The Chairperson is appointed annually.

Stakeholder staff representatives: Executive Group, Governance Manager, other managers as appropriate.

Current or anticipated role of staff member in the committee, working group etc: To take minutes, prepare agenda and provide supplementary information as appropriate.

Meeting frequency: Once each month

Timeline for ivolvement: Ongoing

Review date: 1 December 2005

Accountability of Committee and Committee Members: Limited delegation as outlined above. All other recommendations referred to Council for adoption.

Reporting requirement: To Ordinary Meeting of Council
