Foreshore
Council is responsible for maintenance of the foreshore areas of Brighton, Sandringham, Hampton, Black Rock and Beaumaris.
Work includes regular cleaning of litter and rubbish from beaches, beautification and restoration works.

Service standards: The cleaning involves the beach and beach park pathways, on the foreshore from the high waterline to the top of the cliff.
Mechanical cleaning is the sifting of small litter elements from the sand. Manual cleaning is the removal of large rubbish elements and litter collection (including bins).
Bins and toilets are emptied/cleaned as 'all other cleaning' above.
Seaweed is not removed frequently because:
- it is an important part of the coast ecosystem
- it washes in and out with storm events (and even if it is removed, it can be replaced by other seaweed overnight -especially in winter)
- it can be taken out to sea by wave action
- it is very costly to remove.
Seaweed is generally only removed if it is in a large pile, has not moved, is rotting significantly, smelling profoundly and is not likely to be removed by future storm events.

Beachwatch is a monitoring program run by the EPA each summer, where volunteers assess beaches for cleanliness and rate beaches around Port Phillip Bay.
