Partnership with Community Correctional Services, Department of Justice
Bayside City Council is in partnership Community Correctional Services (CCS), Department of Justice, to remove graffiti from highly visible public spaces in Bayside.
The CCS Graffiti Clean-Up Program is widely used across Victoria and has 14 operational sites. The broader objectives of the program are to:
- Identify and remove graffiti from highly visible public spaces such as shopping centre precincts
- Raise the profile of the community work program within Corrections Victoria, Department of Justice and the wider community
- Deliver a safe and secure program that actively engages and promotes safety

Graffiti Education Awareness Program for Bayside schools
The Graffiti Awareness Education Program is jointly funded by Bayside City Council and the Federal Government’s National Community Crime Prevention Programme, and was developed by Warner Group’s Graffiti Education™.
The three-year program involves a graffiti education session being delivered by an experienced actor/facilitator to grade six and year eight classes in Bayside schools.
The program aims to reduce the incidence of graffiti within the community by educating young people on the social, health and legal implications of graffiti.
Program measures are in place to evaluate the effectiveness of the education sessions.
Graffiti volunteer program
Council supports community groups who wish to undertake graffiti removal within the community. If you are involved in a community group, for example Neighbourhood Watch or a traders association, and would like to organise a community clean-up day, please contact Council’s Graffiti Strategy Officer on 9599 4444.
Community art program
Art mural projects have been undertaken in Bayside, as legalised by Council’s approval of a legal art permit. Community art projects have been undertaken at the Sandringham Skate Bowl and the Peterson Youth Centre. If you are interested in participating in an art project, contact the Youth Services Team on 9599 4622.
