The Bayside City Council Graffiti Prevention Strategy was developed to provide a comprehensive overview of graffiti management in Bayside and includes strategies on prevention, removal and legislation and enforcement.

Legislation
The State Government’s Graffiti Prevention Act 2007 aims to:
- Reduce the significant financial and social costs of graffiti to the Victorian community.
- Provide a strong deterrent to perpetrators of graffiti and promote the accountability of those perpetrators for their actions.
- Reduce the incidence of graffiti in Victoria.
Key initiatives of the Graffiti Prevention Act 2007:
- Restriction of the sale of spray paint cans to people under 18 years of age, unless they can prove they need the cans for employment purposes.
- Giving Police greater powers to search for and seize graffiti-related items.
- Requiring Councils to obtain permission from the owner or occupier of a property to remove graffiti.
- It is an offence if retailers advertise the sale of a prescribed graffiti implement (i.e. spray paint cans) in a manner that is likely to incite or promote illegal graffiti.
