Activity Centres
Activity Centres are places where we eat, shop, work, recreate and live.
They can range in size from a cluster of neighbourhood shops to strip shopping centres and even up to large stand alone shopping centres. The size of the centre is what creates its classification.
There are 3 main types of Activity Centres:
Principal Activity Centres
These are large centres with a mix of activities, including employment, retail, community facilities and housing and are well served by public transport.
Bayside has one Principal Activity Centre; Southland, which is shared with the City of Kingston.
Major Activity Centres
These are similar to Principal Activity Centres but serve smaller catchment areas.
Bayside has six Major Activity Centres, four of them are located completely within the City of Bayside:
- Bay Street, Brighton
- Church Street, Brighton
- Hampton Street, Hampton
- Sandringham Village
The other two are shared:
- Cheltenham (City of Kingston)
- Moorabbin (Glen Eira City Council)
Large Neighbourhood Activity Centres
These centres have a limited mix of uses meeting the weekly food shopping requirements of local residents as well as clothing stores, general retailers, personal services, health and community services, cafes and restaurants.
They are accessible by public transport but are not necessarily located on the Principal Public Transport Network.
Bayside has four Large Neighbourhood Activity Centres which are:
- Martin Street (Brighton)
- Highett
- Black Rock
- Beaumaris Concourse
State Government plans
The State Government has stated that Principal and Major Activity Centres are the places where councils should focus most change over the next 20 years. In addition, more limited change will also occur in the Large Neighbourhood Activity Centres.
Focusing new housing, employment, retail and service provision within these Principal, Major and Large Neighbourhood Activity Centres means that more people will be able to access shopping, employment, community services and public transport by foot or bicycle, giving people the option to leave their car at home.
Further, the additional people brought into these centres through new housing will help to support and invigorate them and enhance the village feel as more people utilise the centres’ facilities both day and night.
What is planned for Bayside's Activity Centres?
In 2006, plans for Bay Street, Brighton, Church Street, Brighton, Hampton Street, Hampton and Sandringham Village Major Activity Centres were adopted by Council following extensive community consultation. These plans set out the boundaries for the centres and the type and height of development that will be supported.
These plans have now been translated into Planning Scheme amendments so that they are taken into account when planning decisions are made.
A plan for Black Rock Neighbourhood Activity Centre was adopted by Council in 2009 and has also been translated into a Planning Scheme amendment.
This proposes for example, to allow up to 3 stories within the Black Rock Neighbourhood Activity Centre, to reduce car parking rates and allow different uses within the business and residential areas of the activity centre.
