Organisational Chart

Bayside City Council's organisational chart comprises four key service oriented divisions reporting through Group Managers to the Chief Executive Officer.

These divisions comprise Council's major operational activities including services to the community and the business and governance functions necessary for an effective and publically accountable body.

The People and Performance and Communications and Engagement functions report directly to the Chief Executive Officer.

The Chief Executive Officer manages the staff and resources of Council, as determined by the Victorian Local Government Act.

In turn, the Chief Executive Officer is employed by and reports to the elected Council.

Adrian Robb
Chief Executive Officer

Before assuming the role of Chief Executive Officer at Bayside City Council in June 2008, Adrian was the Chief Executive Officer at Mount Alexander Shire Council.

Adrian has qualifications in social sciences and social work from Deakin University and the University of Melbourne.

Adrian is a Member of the Australian Institute of Company Directors and a Fellow of Local Government Professionals (LGPro).

 

Sharon van Ruyven
Group Manager Corporate Services

Sharon van Ruyven joined Bayside City Council in September 2008 with over 18 years experience in areas including general management, human resource management, sales, marketing, and communications.

Her qualifications include a Bachelor of Business.

As Group Manager Corporate Services, Sharon is responsible for:

 

Guy Wilson-Browne
Group Manager Infrastructure Services

Guy Wilson-Browne joined Bayside City Council in November 2008 with over 15 years experience as a senior manager in the public sector.

His qualifications include a degree in Civil Engineering and Graduate Diplomas in Business Administration (Leisure and Tourism) and Commercial Law.

As General Group Manager Infrastructure Services, Guy is responsible for:

 

Michael Top
Group Manager Sustainability

Michael has over 34 years experience in local government. He joined Bayside City Council in 1995, having previously held senior management roles at the cities of Malvern, Oakleigh, and Monash leading the development of urban planning, economic and environmental strategies and initiatives.

Michael holds a Bachelor of Town and Regional Planning, and has also completed the Local Government Senior Managers Course in Canberra. He is a Fellow of LGPro, and a member of the Planning Institute of Australia.

As Group Manager Sustainability, Michael is responsible for:

 

Heather Johnson
Group Manager Community Services

Heather Johnson joined Bayside City Council in September 2008 with over 25 years experience in health and community services. She possesses a strong executive leadership background, having most recently been the Chief Executive Officer with Bass Coast Community Health Service.

Heather’s qualifications include Master of Business Administration (Melbourne Business School), Master of Social Work (Human Services Management), Bachelor of Social Work and Bachelor of Arts (Sociology and Politics).
