Our halls for booking: Brighton, Black Rock and Beaumaris

Hall Bookings

All hall bookings are subject to availability. Bookings are not complete until you have submitted an online application and received a reply email of confirmation.  Please allow 10 working days for your application to be considered and processed. Casual

All halls can be booked on a casual (one off) basis. Fees are charged by the hour (please refer to the price list below) and bookings must include the set up and pack down time for your event in your application. Halls are often be booked by a number of casual users throughout the day, so it is important to keep to your allocated time. 

Recurring

Council’s fees are renewed each financial year and therefore recurring bookings are to be finalised in May/June.  Please submit all requests by the end of April to ensure your booking is considered. Any requests made outside this time will only be approved subject to availability.

Limited storage spaces may be available for equipment however this is not guaranteed.

Brighton Town Hall

Brighton Town Hall

The Brighton Town Hall provides a beautiful space for events like weddings, birthdays, performances, concerts, parties, functions or community and fundraising events.

The hall is 650m from Middle Brighton Train Station. It includes a theatrical stage including a lift, piano, commercial kitchen and room for 200 seated people.

The historic architecture provides an elegant backdrop for any event.

Access:

Keys to the Brighton Town Hall will be made available for collection from our office in Sandringham one business day prior to your event, between 9am and 5pm. Keys are to be returned the following business day.

Bollard keys are included in the key set to assist you in unloading equipment.  The bollards must remain locked at all times unless being used.

Parking / Getting There:

The hall is 650m from Middle Brighton Train Station. Parking is available on side streets and at the Brighton Library car park. Street parking in the area is limited to 2 hours.

Beaumaris Community Centre

Beaumaris community hall

The Beaumaris Community Centre is ideal for birthdays, sports and exercise classes, community events and workshops. The halls are located in the same building as the Beaumaris Library. It's a central location for events that want to use the sporting or playground facilities.

Please be aware that your pass will be set up to allow access to the building only during the times of your booking; it will not grant access outside these times so please make sure to book with enough time to set and pack up your belongings.

Black Rock Civic Hall

The Black Rock Civic Hall is ideal for birthdays, classes, workshops and community events.

Located 300m from the Black Rock Village shops, it's great for your local fundraising events, community workshops or seminars.

Other Community Centres

Bayside also has several community centres which are managed by external organisations. You can contact them directly for booking information.

Seniors Centres: For community clubs who wish to run regular groups, activities, events or meetings at one of our Senior Community Centres in Bayside, please complete our Senior Community Centres enquiry form.

Youth Centres: The Peterson Youth Centre, located on the corner of Highett Road and Peterson Street in Highett, may be available for hire on a room-by-room or whole centre basis. 

Required Documents

Public Liability Insurance

Public Liability Insurance is required for all bookings to protect you in the case of any damages or injuries.  If you have your own Public Liability Insurance with a minimum value of $20 million, please supply a copy of this to Council when filling out the application form.  If you do not have Public Liability Insurance, you will be covered under Council’s insurance for a non-refundable fee per day of use.

 

Viewing the Halls

If you would like to visit the halls before requesting a booking, you can borrow a viewing key or pass from the Bayside City Council Offices which are located nearby in Sandringham on any week day.

A refundable $50 deposit is required when borrowing a pass.

Fees and Charges:

All fees and charges must be paid prior to the booking date. An invoice will be sent with your booking confirmation, and payment required within 7 days from receipt. Payment can be made via the online link in the invoice, via phone or by visiting the customer service counter. Please see below chart for 2022-23 financial year fees and charges.

Cancellations and Refunds

  • If your booking is cancelled at any time due to State Government restrictions regarding the Covid-19 Pandemic, all money paid will be fully refunded and no cancellation fee will be applied.
  • If your booking is cancelled within 48 hours of receiving your confirmation email, all money paid will be fully refunded and no cancellation fee will be applied.  Otherwise;
  • If your booking is cancelled less than four (4) weeks prior to the event or function 50% of the hire fee will be forfeited.
  • If a booking is cancelled less than two (2) weeks prior to the event or function 100% of the deposit will be forfeited.
  • If a New Year’s Eve booking is cancelled in less than 90 days prior to the event or function, 100% of the deposit will be forfeited.
  • A $103.55 cancellation fee will apply to all cancellations greater than 4 weeks prior to the event or function.
  • The Council may cancel any letting already agreed and direct the return of the deposit and rent paid and the Hirer hereby agrees in that case to accept the same and to be held to have consented to such cancellation, and to abandon any claim (if any) at law in equity for any loss or damage in consequence thereof.

ALL CANCELLATIONS OR REQUESTS FOR CHANGES TO BOOKINGS MUST BE SUBMITTED IN WRITING.

Council does not waive, refund or negotiate fees after the date of the hall hire has passed. 

There are no refunds available due to inclement weather.

Funding and Sponsorships

Bayside City Council Grants programs are available to not-for-profit and community organisations. Visit the community grants page for more information.

Not-for-Profit organisations are offered discounted rates, with local Bayside based organisations receiving up to 75% discount of hourly rates and non-local organisations up to 50% discount of hourly rates.

 

Cleaning and Maintenance

All hires are responsible for ensuring the halls are left clean and tidy at the end of use.

If you notice any issues with the halls, such as broken lighting, or significant cleaning required, please contact Council on on (03) 9599 4444 at any time to log the issue.

Good order shall be preserved at all times, and throughout the premises hired. The floor, walls, or any part of the building shall not be damaged by nails, screws, adhesive fasteners, or other attachments.

The premises shall be left in a clean and orderly state and in accordance with the following cleaning requirements:

  • Sweeping of all hard floors and mopping where necessary;
  • Arrangement for steam cleaning or dry cleaning of carpets should spillage occur;
  • The cleaning of all kitchen appliances and equipment must be done. The bain-marie and fryer must be emptied and cleaned if used;
  • All rubbish, including bottles generated by the Hirer (internal and external) to be removed from the site and taken with you;
  • It is the hirers responsibility to make sure that the caterer and or cleaner hired abide by the above.

In the event that the Facility is damaged or left in an untidy or unclean condition, then the repair, cleaning or removal of rubbish fee will be deducted from the Security Deposit and the Hirer billed for any additional cleaning fee or repairs required.

Security Bond

The Security Bond shall be held as security against damages to the building, furniture or accessories, and as a guarantee for maintaining a clean state, as well as the fulfilment of the conditions herein contained. If the Facility is left in an unclean condition or damage is caused by the Hirer, the Council retains the right to withhold part or all of the security deposit towards any costs and if required the Hirer will be charged for any amount in excess of the security deposit. In addition, the Security Bond may also be forfeited to the Council should the Hirer not comply with all the other conditions hereof, but without prejudice to any right of action by the Council against the Hirer for any breach hereof. The Security Deposit is held in Council’s Trust Account and will be refunded to the Hirer by cheque within four (4) weeks of approval being granted by the Officer in Charge.

Equipment

The Council provides a number of trestle tables and chairs which are available for the use of the Hirer at no additional cost. The Hirer may vary the arrangement of the seats, in conformity with the Regulations of the Department of Health. All equipment must be returned to its rightful place, either as found or as directed by the Officer-in charge.

Key Collection and Return

The Hirer is to collect and return the key/s to the Council Corporate Centre, at 76 Royal Avenue, Sandringham. Arrangement for collection and return of the key is to be organised through the Council’s Recreation and Events Department. Under no circumstances will the key be handed out prior to receipt of the full security bond and rental monies. The key must be collected during business hours, 9am to 5pm.

Please note if the key is lost or not returned to Council the $50 key deposit will be retained by Council and not refunded.

The Key Deposit is held in Council’s Trust Account and will be refunded to the Hirer by cheque within four (4) weeks of approval being granted by the Officer in Charge.

Signage and Decorations

The use of any portable, freestanding signs on or above any roadway, footpath, or public place without prior approval from the Responsible Manager is prohibited. Please ensure that the display of approved signage does not cause damage to the inside and/or outside of the building by nails, screws, adhesive fasteners, or other attachments. Any repairs or cleaning to the building will be deducted from the security deposit and or billed to the hirer.

Parking 

The Hirer must make every endeavour to ensure guests park vehicles in the car parks provided or in off-street car parking areas that are available. All parking of vehicles must be in accordance with the displayed parking signs. Parking is not permitted under the portico or along roadway adjacent to the Brighton Town Hall unless loading or unloading.

Entertainment, Music and Catering

The Hirer may arrange their own caterers, etc. and no consent need be given from the Council. DJs can be hired for the Brighton Town Hall only.

The permissible noise levels shall comply with the relevant requirements of the Environment Protection Policy. The Hirer is to ensure that their use does not cause any disturbance to the peace and quiet of the neighbourhood and shall request guests to leave the premises in a quiet and orderly manner.

Alcohol and catering may be brought into each of our centres. If alcohol is to be served please read and understand your legal obligations as outlined in Responsible Service of Alcohol (RSA). Please also refer to The Victoria Police - Partysafe Program information.

Alcohol is not permitted to be sold within the Council Facilities without the prior consent of the Council and compliance with the requirements of the Liquor Licence Commission regulations. Any alcohol permitted on the premises must be consumed within the confines of the building.

All music must cease no later than 10:00PM at the Beaumaris and Black Rock Community Centres, and no later than 12 midnight at the Brighton Town Hall. The Facilities are to be cleaned and vacated by no later than 11:00PM and 1.00AM respectively.

Timeframes

Casual hall bookings require 10 days to process.

Recurring hall bookings are finalised by July each year.
