Lodge a new planning application online

The type of development can change the application process, required information and cost. Before lodging your application, find out what is required.

To save time and money, meet with a planner before you lodge. We can guide you through the application process.

To discuss your proposal you will need:

  • proposed plans
  • a recent certificate of title
  • photos of the site and surroundings.

We need a certificate of title to understand if there are limits to the development of your land.

It needs to include:

  • a registered search statement
  • a plan of subdivision
  • any restrictive covenants, agreements or encumbrances.

The certificate cannot be more than 90 days old.

Get a current certificate of title from www.landata.vic.gov.au.

A development plan shows a detailed example of your concept - things like room sizes, wall heights and window details. It helps us understand how the proposal fits within your site and the impacts it might have on your neighbours.

Please make sure your development plan includes:

  • boundary setbacks
  • outdoor dimensions, and
  • a roof plan.

You will need to pay the Metropolitan Planning Levy to the State Revenue Office.

After paying, you will receive a certificate to lodge with your application.

You will need to supply an arborist report. We need this to understand what type of trees are on your property and if they are healthy.

It is best to speak to a planning professional for large projects. They will need to supply a:

  • planning report
  • materials schedule
  • landscape plan.

We need these to help us understand exactly what you are proposing and how it fits into the surrounding area.

Bayside City Council have developed a virtual 3D city model of Bayside in which the Planning Department can insert 3D digital models of proposed developments. The 3D models can then be used for detailed development assessment such as, shadowing analysis, overlooking and 3D measurement whilst showing how the development could look within the surrounding streetscape. 

All planning permit applications for development are to submit a 3D digital model (where applicable) that explicitly reflects the proposed development.

Please be assured that you will retain ownership of all intellectual property rights in and associated with any 3D models you submit. By submitting a 3D model, you grant Bayside City Council a non-exclusive limited licence to use and demonstrate the model for the purposes of our development assessment and community consultation only. We will not otherwise use, alter, reproduce or distribute the 3D models without your consent, except as required by law. Further information on how we handle and protect your 3D models is set out in the submission guidelines below.

The guidelines below provide technical guidance for submitting 3D digital models for planning permit applications to Bayside City Council.

What happens after I lodge?

We will allocate your application to one of our planners. This is based on whether you have met with a planner prior to lodging, the complexity of the project and current team workloads.

Once your application is allocated to a planner, we will let the applicant know.

You will know who's managing your application within 5 working days.

We will perform a brief check of what is required based on the planning scheme. This is to see if no permit is required or your proposal is prohibited.

If this is the case, you will have an opportunity to withdraw the application and request a refund.

To avoid confusion, we only discuss the application with the applicant or a meeting where they are present. The applicant may be an industry professional like a planner, architect or draftsperson.

During the process, there may be a consultation meeting with neighbours. This meeting requires the applicant to attend.
