Council is updating the boundaries of planning overlays designed to protect property from flooding and flood damage.

Letters have been sent to affected residents and property owners on proposed changes to the overlay boundaries on their property.

The new boundaries are based on updated modelling by Melbourne Water on the extent of flooding from overflow of the drainage system in a severe (1 in 100 year) storm event.

The current boundaries of the Special Building Overlay (SBO) have been in place since the early 2000s. Melbourne Water now has more accurate mapping and modelling to predict the extent of flooding.

As result of the changes, some properties will be covered by the overlay for the first time, others will no longer be covered and some will have more or less land within overlay boundaries.

Any proposed building or development on land covered by the SBO requires a planning permit. This means drainage and flooding issues can be addressed early in the planning of building or development.

To update the overlay boundaries, Council is proposing to amend the Bayside Planning Scheme. This is Amendment C153 .

Amendment C153 also proposes to remove the Land Subject to Inundation Overlay from the Bayside Planning Scheme. This overlay currently only covers small sections of Elsternwick Park. This land will be now covered by the SBO which better reflects the type of flooding likely to occur in this area.

Consultation on this amendment is open until 5pm Monday 16 January 2016.
