A character filled future for Martin Street

Over the past three years Council, with the help of local residents and traders developed a vision for the future development of Martin Street.

“A friendly local hub for shopping, transport and a range of housing choices that respond to Martin Street’s neighbourhood scale and enhance its village atmosphere and heritage charm”

A Structure Plan has been developed for Martin Street to guide this vision and outline how residential and commercial development may occur in the area in the future. Three rounds of community consultation assisted to inform the Final Structure Plan adopted by Council in March 2016.

Council is now undertaking the process of including the objectives and guidelines of the Martin Street Structure Plan in the Bayside Planning Scheme (the overarching legal document that guides planning and development in Bayside). In order to do this, Council is required to go through a formal Planning Scheme Amendment process. The Amendment for the implementation of the Martin Street Structure Plan is referred to as “Amendment C152”.

Amendment C152 will introduce new planning tools to the Martin Street Activity Centre that will allow a moderate increase in growth and development to occur. Specifically, these built form controls include height and setback requirements for new development.

In commercial areas, the allowable building heights will vary from 3-5 storeys and the upper levels of new developments will need to be setback 3-5 metres from the front street boundary. The built form requirements in the commercial areas are discretionary and a planning permit can be sought to vary the height and setback requirements. Significant justification would be need to be provided in order to allow a variation to these requirements.

In residential areas, the building heights will vary from 2-3 storeys and ground floor setbacks of 3-6 metres from the front boundary will also need to be provided. These are mandatory controls and a planning permit cannot be granted to vary these requirements.

The Heritage Overlay along Martin Street will not be affected by this amendment. Any new development will need to be designed in a way that respects the existing heritage built form and does not dominate the streetscape.

The envisaged changes are expected to occur overtime, within the next 20 to 30 years and will be driven by the market. In addition to the changes to the built form of the Activity Centre, the following changes will also occur:

  • A moderate increase in the local population and a greater diversity of uses, which will boost the economic viability of the commercial area and create a more vibrant Centre.
  • More housing choices for Bayside’s changing population, particularly through an increase in the number of smaller households located closer to public transport and shops.
  • Investigations into the creation of a new area of public open space for the community.
  • Safer and better used laneways.
  • The retention of the valued heritage character along Martin Street.
  • Improvements in vehicle priorities and increased opportunities for cycling and walking.
