Our wonderful city by the bay is one of Victoria’s most desirable places to live, thanks to your rates.

Your rates help to protect, maintain and enhance our remarkable foreshore, picturesque parks, vibrant shopping villages and an authentic sense of community.

Rates fund more than 100 high-quality services. These include libraries, aged care, support for mothers and babies, services to address social isolation, right through to the maintenance of our roads, footpaths and drains.

Your rates help to make Bayside an incredible place to live, work and play.

Council’s budget

The 2023-24 budget funds the third year of the Council Plan – focusing on four key areas: Our Planet, Our People, Our Place and Our Promise.

The $179.6 million budget reflects Council’s commitment to providing a strong foundation for a liveable, inclusive, and connected Bayside while consolidating investment in contemporary community infrastructure.

Aged care remains a priority with increasing investment in services for older residents to help our aging community members stay safe and independent at home.

Council continues its significant investment in renewing community assets with a capital works program of $68.5 million in 2023-24. This includes budget allocations for community buildings such as Beaumaris Arts Centre, Brighton Recreational Centre, Fern Street Children’s Centre, Black Rock Life Saving Club Pavilion and Dendy Park Athletic Pavilion. There is also significant investment for the new Warm Water Pool in Brighton.

Our important infrastructure assets will also receive significant funding including $4.1 million for footpaths and bicycle ways, $2.3 million for roads, $9.3 million on Bayside’s parks, open space and streetscapes and $5.6 million on drainage.

Our beloved foreshore and other open spaces will receive a $13.4 million boost across initiatives such as the Hampton Foreshore Precinct, Red Bluff to Half Moon Bay Masterplan Stage 3, and William Street Reserve Sportsground Renewal.

This budget will help us to deliver on the fundamentals, whilst ensuring our commitment to providing the services and infrastructure that Bayside needs now and into the future.

The top five for 2023-24

We provide more than 100 different services across the Bayside community. Here’s our top five tips for your Council services in 2023-24:

  1. Getting back to basics – we’re renewing our focus on maintaining Bayside’s footpaths, bicycle ways, maintenance, street sweeping, drainage, buildings and more. Report infrastructure issues via our easy to use Report a Problem webpage - you can snap and upload a photo of the issue when you are out and about.
  2. Expanding aged care – we’re continuing to expand our services to meet the increasing needs of our ageing community. Extra support and additional services means our older residents can remain safe and independent at home, connected to community. Rest assured, we are here to support our valued older residents.
  3. Bin switch success – since the bin switch 12 months ago Bayside is now diverting more waste to recycling than is going to landfill. This is a great achievement by everyone in our community. There’s more waste reduction initiatives in the pipeline including recycling workshops and local support for the Victorian Government’s Container Deposit Scheme.
  4. Addressing climate emergency – we’re committed to fighting climate change with investment in various initiatives. Our Urban Forest Strategy will see us plant 2,200 trees a year and increase and protect other forms of vegetation to create a cooler and greener Bayside. Major works are underway at the wonderful Yalukit Willam Nature Reserve, while our beloved foreshores and open spaces will continue to receive upgrades and maintenance.
  5. Digital parking permits – new Beach Parking Permits are enclosed with the printed rates notices with digital permits on the way for residents who receive their rates electronically. The new digital permits will make it much easier to register, use and transfer permits between vehicles and provide more security. Digital permits will be available from October 2023.
