VCAT’s decision to impose conditions on the redevelopment of land adjacent to Hampton railway station is a win for Council and validates community concern about excessive height.
The reduction in height limits from 8 to 6 storeys on Building B of the proposal at 5A Railway Crescent, 2-6 Willis Street and 1-25 Koolkuna Lane supports Council’s argument that 8 storeys represented overdevelopment at the site.
Bayside City Council Mayor, Cr Laurence Evans said the ruling is a strong endorsement of Council’s work, in consultation with the community, to establish planning controls in and around Hampton.
“VCAT’s decision sends a strong message to all developers that the height limits Council has set for this area are appropriate and developers should not seek to exceed them,” Cr Evans said.
“This decision is a victory for Council and the community. It addresses state government requirements to facilitate development in activity centres where there are shops, services and public transport while protecting the valued character of the precinct”, he said.
“We recognise there is significant concern in the community towards development in and around Hampton Street and our arguments at VCAT spoke directly to this. VCAT has acknowledged this with the conditions while acknowledging that the proposal would introduce a significant change to the area,” said Cr Evans.
While Council has identified the area around Hampton railway station as appropriate for more intense development to meet the housing needs of our growing population, it is important that any development is sensitive to Bayside’s character.
VCAT also included conditions for the realignment of Koolkuna Lane and re-configurations to the commuter car park while noting the potential for traffic conflict that could be addressed at the detailed design. Council looks forward to working with the building applicant on measures to address traffic management issues.
