Pedestrian refuge at Ebden Avenue

Pedestrian safety at Black Rock Shopping Centre will be significantly improved by the installation of a new pedestrian refuge at the intersection of Ebden Avenue and Balcombe Road.

About the project

A pedestrian refuge will be installed at the busy intersection of Ebden Avenue and Balcombe Road in Black Rock.

The pedestrian refuge will help to improve safety by:

  • allowing pedestrians to cross Ebden Avenue in two stages, allowing pedestrians to concentrate on traffic from one direction at a time
  • making it easier for drivers to see pedestrians
  • improving access and walkability for pedestrians, in particular those people who are less mobile.

The installation of the pedestrian refuge island is part of Council’s investment in improving pedestrian safety on key walking routes.

The Council Plan 2017-2021 prioritises walking and cycling as the preferred modes of transport for short trips in Bayside.
