Statutory Planning Processing Times

Council’s Statutory Planning Department is experiencing delays due to a significant 30% increase in the number of planning permit applications and all other planning service requests received in 2016 and 2017 compared to previous years.

Your application can be processed more quickly if the proposed use or buildings comply with the objectives and all relevant standards of Bayside Planning Scheme and all of the application requirements are provided when the application is lodged, including all fees, forms and supporting documents.  

Service standard to planning application targets for June 2018

In Bayside, approximately 50% of all planning permit applications are being determined within 60 statutory days or less and 80% of all VicSmart fast track applications are being determined within 10 business days.

In the other inner Melbourne area Councils, the average is 50-60% of applications. Therefore, we are currently on par with planning decision making with neighbouring Councils.

As endorsed by Council at its meeting on 29 November 2016 we are working towards a significant service and efficiency improvement by June 2018.

What can I do if I need to appeal to VCAT if Council has not processed my permit application within 60 statutory days?

Council understands you may choose to exercise your right to appeal against its failure to make a decision if you have a planning permit application that has exceeded 60 statutory days.

Current service standards for other statutory planning requests

At present, the service standards for other statutory planning services are as follows:

  • Condition 1 plans for consideration – 30 business days or less
  • Requests for written Information – 30 business days or less
  • Extension of time, secondary consent requests – 60 business days or less
