Improving our leasing process
We’re reviewing our policy that guides how we make decisions regarding the leasing and licencing of Council owned or managed buildings and land.
The Lease and Licence Policy review aims to provide a clearer and more consistent approach to the leasing and licencing of Council owned or managed assets for community or commercial use.
The policy sets out what types of land can be leased and licensed and the application process for establishing community and commercial lease and licences. It also includes information about how key terms of an agreement like rent will be calculated. The policy does not apply to season sportsground and pavilion allocation nor casual hire of halls or other buildings.
Proposed changes to the policy include:
- simplified standard application form for all new leases and licences
- clearer Community Agreement Criteria to assess community leases and licences and ensure building or land use provides optimal value to the Bayside community
- new mechanism for Group 3 tenants to apply for additional rental subsidies if community activities reduce their ability to generate revenue
- applications for gaming licences will no longer be supported at any of Council’s leased or licensed facilities
There are no proposed changes to standard rent calculations for Group 2 and 3 tenants.
We’re seeking community feedback on proposed amendments and improvements to the policy until 29 January 2023.
