What you’ll need for your application
Dependent on your circumstances and permit type, we will need certain information and documentation to process your application.

Owner applying for Residential Parking Permits
- Assessment number listed on rates notice
- Copy of VicRoads Certificate or letter from company who owns the car
Tenant applying for Residential Parking Permits
- Copy of VicRoads Certificate or letter from company who owns the car
- Signed tenancy agreement
Owner applying for Beach Parking Permits
- Assessment number listed on rates notice
- No documentation required

Can't find your VicRoads certificate?
Your registration certificate is included on the registration renewal notice in your VicRoads account or on your printed renewal notice. You can screenshot or download a copy from your VicRoads account, which you can find in your notifications or upload a scanned copy of your printed notice.
If you are unable to locate your registration details, please email our team, parkingpermits@bayside.vic.gov.au. Alternatively, you may provide an alternative document from VicRoads which proves that your vehicle is registered at the Bayside address.
Information for tenants
New tenants
If you're a new rental tenant in Bayside then we may need to cancel existing permits from the previous tenant/s before you can apply.
If you are unable to obtain your permits from the digital portal, please email a copy of your tenancy agreement to parkingpermits@bayside.vic.gov.au and we'll reply with the next steps.
Tenants on month-to-month leases
If you are a tenant on a periodic, rolling or month-to-month lease, you will need to provide a letter from your property manager on a company letterhead, advising of your rental history at the property and confirming periodic lease.
Picking your permits
If eligible, you can pick from different types of Residential Parking Permits or Beach Road Parking Scheme permits.
Resident ratepayers and renters are also entitled to two free Beach Parking Permits.
Residential Parking Permit options
If you live or lease in Bayside and have parking restrictions on your street (e.g. 1, 2 or 4 hour), you can apply for residential parking permits. Residents within this scheme have 2 options:
Residential Parking Permit Option 1
Four free resident parking permits:
- Additional resident parking permits can be purchased for a fee. These permits are valid for 3 years.
- Visitor parking permits are not available.
Residential Parking Permit Option 2
Three free resident parking permits, plus one visitor parking permit for $91.00:
- Additional resident parking permits can be purchased for a fee. These permits are valid for 3 years.
- One visitor parking permit per household will be issued. This permit is valid for 3 years from the month they are purchased.
Beach Road Parking Scheme
You may be eligible to apply for free parking permits if you live on Beach Road where there is paid parking, or in a side street off Beach Road that has short-term 1P parking restrictions due to paid parking along Beach Road.
You are part of the scheme if you have short term 1P parking restrictions on both sides, and live on one of these streets:
- Albert Street
- Beach Road
- Coleraine Street
- Dendy Street
- Esplanade
- Gordon Crescent
- Keith Court
- Manor Street
- Normanby Street
- Norwood Street
- Orlando Street
- Park Street
- Sylvia Crescent
- Victoria Street
- Webb Street
- Wellington Street
Residents within this scheme have 2 options:
Beach Road Parking Scheme Option 1
3 free resident parking permits issued for specific vehicles, plus 4 free visitor parking permits.
Beach Road Parking Scheme Option 2
2 free resident parking permits, plus 4 free visitor parking permits, plus 1 visitor parking permit for an annual fee
Beach Parking Permits
Bayside Beach Parking Permits allow you to park free in all off-street car parks located along the foreshore and paid parking sections of Beach Road/Esplanade from Charman Road in Beaumaris to Head Street in Brighton.
Resident ratepayers and renters are entitled to two free Beach Parking Permits.
